It does not, however, include the Grandparents-as-caregivers program, which provides cash assistance to low-income grandparents who serve as primary caregivers to their young grandchildren. Each state has its own unique terms for the conduct of random testing, and for Kansas, the testing is to be administered to citizens who are receiving cash assistance from the state.
