Each state has its own unique terms for the conduct of random testing, and for Kansas, the testing is to be administered to citizens who are receiving cash assistance from the state. Recipients who test positive will be provided with treatment for their addiction. The Kansas House voted in favor of the proposal, 99-26, passing the bill on to the Senate for consideration.
Kasha Doyle reveals that her primary motivation is the treatment of addicts, singling out the bill € provision that it is only if an addict. This includes child care assistance and temporary assistance for families.
It does not, however, include the Grandparents-as-caregivers program, which provides cash assistance to low-income grandparents who serve as primary caregivers to their young grandchildren.
