Each state has its own unique terms for the conduct of random testing, and for Kansas, the testing is to be administered to citizens who are receiving cash assistance from the state. After three failed tests, however, the recipient will no longer be eligible for cash assistance. This includes child care assistance and temporary assistance for families.

It does not, however, include the Grandparents-as-caregivers program, which provides cash assistance to low-income grandparents who serve as primary caregivers to their young grandchildren. Other supporters contend further that this bill will ensure that Kansas tax dollars are not wasted.

The Kansas House voted in favor of the proposal, 99-26, passing the bill on to the Senate for consideration.
