It does not, however, include the Grandparents-as-caregivers program, which provides cash assistance to low-income grandparents who serve as primary caregivers to their young grandchildren. After three failed tests, however, the recipient will no longer be eligible for cash assistance. The Kansas House voted in favor of the proposal, 99-26, passing the bill on to the Senate for consideration.

Other supporters contend further that this bill will ensure that Kansas tax dollars are not wasted on supporting recipients € illegal drug. Each state has its own unique terms for the conduct of random testing, and for Kansas, the testing is to be administered to citizens who are receiving cash assistance from the state. Recipients who test positive will be provided with treatment for their addiction.
